The Russian army is exhausted, and all its previous achievements are turning into defeats. The strategy followed by Russian leader Vladimir Putin has collapsed due to a series of mistakes.
This is written by the BBC, which has published excerpts from the upcoming speech of the head of the Government Communications Center of Great Britain (GCHQ), Jeremy Fleming.
According to him, Ukraine has turned the tide of the war and is facing the exhausted Russian troops.
Despite missile attacks on targets throughout Ukraine, Fleming believes that Moscow is running out of ammunition. And all of Putin's decisions turned out to be wrong.
"With little effective internal challenge, his decisions turned out to be wrong. It's a high-stakes strategy that leads to strategic mistakes," he says.
The director of the agency for intelligence, cybernetics and security emphasizes that Russia's spending on the war in Ukraine - both in terms of personnel and equipment - is "staggering".
Fleming also believes that Moscow's forces are exhausted, and the recent mobilization was a demonstration of the Russian president's hopelessness, which will lead to his criticism and further isolation of Russia.
"We know - and the Russian commanders know - that their supplies and ammunition are running low," his report said.
According to him, the mobilization of Russian prisoners and inexperienced men "speaks of a hopeless situation."
The Russians themselves now see how badly and incorrectly Putin assessed the situation, notes Fleming.
"They flee the draft, realizing that they can no longer travel. They know that their access to modern technologies and external influences will be sharply limited," the report says.
Fleming plans to make a corresponding statement on October 11 at the Rusi think tank.
