Putin announced this at the Russia-Central Asia summit.
"Western special services, primarily American and British, are fueling the opposition to the Taliban formation, targeting them to shell the borders of some of our countries. We are aware of the risks and threats associated with this, and therefore maintain the necessary level of contacts with the leadership of the Taliban movement," Putin said.
The president of the Russian Federation called the situation in this country a hotbed of tension, smoldering and threatened by refugee flows and terrorist threats.
"It is in our interests to prevent a recurrence of the civil war in Afghanistan," he emphasized.
