Ukraine begins negotiations with US, EU regulators to resume passenger flights, says Deputy Prime Minister Kubrakov
He spoke about this in an interview with RBC-Ukraine.
"The international aviation routes can't operate without the agreement of both European and American regulators, that's how it works. The Ukrainian side is already conveying its vision to the regulators on how the market will operate under martial law conditions, assessing risks, approaches, and algorithms," emphasized the minister.
According to him, it's premature to discuss exact timelines, but Ukraine will now convey its vision to regulators and engage in official negotiations with them.
"Countries where airports operate despite the constant threat of drones or missiles are few. Israel is the most successful example. We have spent and continue to spend a lot of time consulting with the Israeli Civil Aviation Authority," emphasized Kubrakov.
He also noted that various scenarios regarding the number of airports that could be opened in Ukraine are being considered. However, Ukraine needs to receive the first official feedback from regulators.
Kubrakov emphasized that there are already European airlines interested and eager to be the first to resume operations in the Ukrainian aviation market, but he declined to name them. He added that negotiations are also ongoing with three Ukrainian companies.

Regarding the creation of a national aviation operator, the Ukrainian minister emphasized that during the war, this is definitely not a priority, but later, this issue will need to be revisited.
