Ukraine starts collecting data for International Register of Damage Caused by Russian Aggression
Ukraine is collecting data on the damage caused by Russia for the International Register created in May at the Council of Europe summit. This is a step towards creating a compensation mechanism
This was announced by Ukraine’s Prime Minister Denys Shmyhal.
"During a meeting with the Ministry of Justice, the Ministry of Infrastructure, and the Ministry of Reintegration, I heard information on the structure and classification of the damage caused, which will be offered to international partners. The priority is a human-centered approach. The task is to take into account all possible losses of each citizen. We are also looking at losses to the economy, human capital, and businesses. Both at the state and community levels," he wrote.
The participants of the meeting discussed the functioning and content of the relevant registers, which will then interact with the International Register of Damage.
"Following the meeting, I gave the necessary instructions to the responsible ministries. We will make Russia pay for everything," emphasized Shmyhal.
The International Register of Damage
In May, the Council of Europe summit signed a declaration on the creation of a Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine.
44 countries and the EU have joined or declared their intention to join the register.
Council of Europe Secretary General Marija Pejčinović-Burić said that "the decision to create a register of damages under the auspices of the Council of Europe is a historic decision."
According to her, "it will support victims to record their losses and is vital for any compensation mechanism. Supported by a very large coalition of member and non-member states, as well as the EU, it is one of the first legally binding decisions to hold Russia accountable for its acts."
The Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine was established for an initial period of three years. It will operate in the Netherlands, with a satellite office located in Ukraine.
