Russia has now reorganized command of its operations in Ukraine, with the general in charge of the war having extensive experience in Syria
It is reported by the BBC.
"Coordination between command centers was really bad", a Western security official told the Air Force, "because Russian troops never learned to work that way". Operations aimed at better coordination are now led by the commander of the Southern Military District, reportedly General Oleksandr Dvornikov.
"This commander has extensive experience in Russian operations in Syria. Therefore, we expect an improvement in overall command and control", an Air Force source said.
Western experts have said they see a phased deployment of new forces to the Donbas, rather than a halt, to allow forces to regroup properly.
"There is a tension between the military logic of properly configuring the armed forces to intensify the Russian operation in Donbas, the potential use of more appropriate tactics and learning certain lessons from disastrous operations", one expert said.
Russia is believed to have just under 100 battalion tactical groups that are fit for operations after having been reactivated after the fighting. This would have been a "significant" Russian force, but experts in the West believe that Russian tactics were such that, even with a numerical advantage, they were held back by a smaller number of Ukrainian units, which acted much smarter.
"If Russia cannot change its tactics and is not much more effective in using all the tools in its favor, if it fails to do so, then it is very difficult to expect success even in these limited goals that they set", the official said.
