Russian invaders move civilians out of occupied territories and settle militants instead

In the temporarily occupied settlements of the Luhansk region, it is safer farther from the front.
“If they are not near military facilities, barracks, headquarters, munitions depots or equipment concentration areas, then civilians are not in danger. There is no such danger there. Because the attacks take place on military targets. The Russians talked about a huge number of civilian casualties, but we monitor their chats, and civilians themselves say that, in principle, if you do not approach these facilities, there is no such threat,” Haidai emphasized.
According to him, Ukrainians near the frontline are in danger.
“The situation here is difficult - there is an active phase of hostilities and a shell may land there, so it is not entirely possible to guarantee safety. People are also being resettled from the surrounding villages near the frontline. Militants from various groups are immediately settled there, including Akhmat, Bars, Wagner, and others,” the former head of the Luhansk region said.
