Yevhen Balytsky, the Gauleiter of the temporarily occupied territories of the Zaporizhzhia region, presented the "regional development program", which is based on the seizure of Ukrainian enterprises

This is reported by the Center of National Resistance.

“Yevhen Balytsky, the leader of the areas in Zaporizhzhia region currently under Russian control, presented a "development plan" to his masters in Moscow,” the message says.

The Russian invaders say that this plan is based on a "public-private partnership." However, this basically means taking over Ukrainian businesses, which the enemy will claim and give to fake people, as reported by the department.

It is noted that people believe that if it's related to industry, the invaders will steal businesses and take the valuable parts to Russia. If it's about resources or farms, they will get richer by using Ukrainian land.

What we know about Balytsky

On May 9, 2022, the Russians made Balytsky, ex-member of the now-banned Party of Regions, the so-called governor of the Zaporizhzhia region. Then, on August 8, in Zaporizhzhia, Balytsky said to get ready for a fake vote about joining Russia.

Around September 20 of that year, the occupiers in Luhansk, Donetsk, Kherson, and Zaporizhzhia regions decided to do "votes" about joining Russia. These "votes" happened from September 23 to 27. People in Kherson were made to vote “the right way” at gunpoint. Russians who came to Kherson also voted. The people collecting "votes" also urged to vote for people who are already dead and for those who left.

Later, the Russian invaders said they counted all the "votes" from the fake referendums that happened in the taken-over parts of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions.

On October 5, Russian President Vladimir Putin made new laws saying that these four parts of Ukraine were now part of Russia: Donetsk, Luhansk, Zaporizhzhia, and Kherson.

On April 24, 2023, Serhii Lyshenko, a Deputy in the Zaporizhzhia Regional Council, said that Yevhen Balytsky, who's working with the enemy and acting like a governor, promised to make sure everyone in the occupied Zaporizhzhia region gets passports by May 9.
