Kostiantyn Kosachev, Deputy Chairman Russian Federation Council, said this live on air of Govorit Moskva radio station.
"Original goal of our actions in Ukraine is humanitarian, not military. Military actions are tools, means. And the goal is to protect people", the Russian said.
At the same time, he repeated traditional Kremlin narratives that Ukrainian authorities are allegedly oppressing residents of Donbas.
According to Kosachev, Russia's goals are allegedly being misinterpreted in the West.
"This is not a dispute between states, this is not a military operation aimed at the military defeat of the enemy, but this is an operation aimed at protecting people when they could not find this protection anywhere else", Kosachev emphasized.
