President Zelenskyy unveils Internal Resilience Plan

The plan lays out ten key points:
Unity
The President stressed the need for solidarity, both domestically and internationally. Ukraine's allies must sustain and amplify their support. Elections will only take place after the war is won.
Front
The army will adopt new management approaches, including the establishment of a military ombudsman. The Ministry of Defense and military command will implement a fresh contract system for citizens below mobilization age. The mobilization age won't be lowered.
Weapons
Next year, Ukraine aims to manufacture at least 30,000 long-range drones. Plans also include increasing funding for brigades and producing 3,000 cruise missiles. Technological Staff will be established to lead this effort.
Money
This point prioritizes localization — everything that can be made in Ukraine should be purchased in Ukraine. It also calls for war-risk insurance, deregulation, reducing GDP redistribution, shielding businesses from law enforcement overreach, and bringing more of the economy out of the shadows.
Energy
Regional sustainability passports are expected by year-end, with generation passports planned for next year. The focus is on boosting nuclear energy.
Security
The plan includes updating shelter standards, installing metal detectors at all school and government building entrances, and strengthening the state border.
Communities
Special tax conditions will be introduced for front-line areas.
Human capital
Plans include creating a National Standard for Barrier-Free Access and allowing multiple citizenships. A diplomatic service overhaul and the creation of a Ministry of Unification of Ukraine are also on the agenda.
Culture
Ukraine is launching a "cultural Ramstein" initiative to pool international cultural support. Plans also include helping establish Ukrainian studies departments at foreign universities.
Heroes’ policy
This section emphasizes involving veterans in public service and setting up rehabilitation centers in every community by 2025. Family doctors will receive extra pay for working with veterans.
Additionally, 11,000 specialists will be trained to support veterans next year, at least 80 veteran spaces will be established, and housing programs for veterans will be expanded.
The plan will undergo further refinement with input from civil society, businesses, cultural figures, and experts. The final version, along with annexes, will be unveiled in December.
