On November 17, western Ukraine was hit by one of the largest missile attacks of the war, targeting critical infrastructure
The Air Command West, responsible for the Lviv, Volyn, Zakarpattia, Ivano-Frankivsk, Rivne, Ternopil, Khmelnytskyi, and Chernivtsi regions, managed to shoot down 31 cruise missiles and one Shahed drone.

A woman was killed in the shelling in the Lviv region, and more than 300,000 people were left without electricity in Rivne. Another 100,000 residents in Volyn were left without power and had limited access to water. Fragments of downed missiles were found in other western regions. For the first time in a long while, missiles struck Zakarpattia, just 20 kilometers from the Romanian border.
Lviv region: 66-year-old woman killed
In the Lviv region, a 66-year-old woman was killed when Russian missile fragments hit the Sheptytskyi district. The attack caused fires in more than a dozen garages, destroyed the facades of residential buildings, and shattered windows. The woman, who was in her car at the time, was killed, and three men were injured.
On the night of November 18, the main pipeline damaged in the missile strike was repaired in Dobrotvir, restoring heat to residents' homes. People whose homes had damaged facades and windows will be eligible for compensation through the state eVidnovlennia program, according to Lviv Regional Military Administration head Maksym Kozytskyi.
Ivano-Frankivsk region: heat supply cut off in Burshtyn due to attack
A critical infrastructure facility in the Ivano-Frankivsk region was hit by a missile attack, causing a heat supply outage in the city of Burshtyn. A fire broke out at the site, but there were no casualties. There were no power outages reported in the area, according to Burshtyn Mayor Vasyl Andriieshyn.
He explained that the rocket attack damaged the city's heat-generating company, which is essential for providing heat to Burshtyn. Repairs are underway to restore heat supply, and additional heaters will be distributed to social institutions, such as schools, kindergartens, and hospitals, as needed.
The missile strike also caused minor damage to several homes in the nearby village of Bovshiv, though no critical damage was reported. After the attack, 10 stationary indestructibility points were set up in Burshtyn, and education continued without interruption, with schools closely monitoring the temperature.
Khmelnytskyi region: 8 missiles destroyed
On November 17, air defense forces in Khmelnytskyi region shot down 8 cruise missiles.
The IAEA stated that their personnel at the nuclear power plant heard air defense activities and took cover during the air raid. Fortunately, there were no reports of casualties or injuries.
Zakarpattia region: two missiles shot down
Even the farthest region from the front line, Zakarpattia, was targeted in recent Russian attacks. Two cruise missiles were intercepted by air defense forces, one of which was shot down near the popular resort town of Bukovel.
Myroslav Biletskyi, the head of the Zakarpattia Regional Military Administration, reported that UAVs and missiles reached Zakarpattia. Two missiles were downed, with their fragments falling in forests near the villages of Pavshyno in the Mukachevo district and Chorna Tysa in the Rakhiv district.
Chorna Tysa is located just 8 kilometers from Bukovel. In addition to the missiles, a Russian UAV crashed over a forest near the village of Verkhnia Hrabivnytsia in the Mukachevo district. Fortunately, there were no casualties or damage to residential areas or infrastructure.
Ternopil region: air defense in action in Chortkiv
On November 17, missile fragments were found in the Ternopil region. Thankfully, there were no casualties.
According to the State Emergency Service, rocket fragments damaged the glass on balconies and windows in several apartments in one settlement, but no one was hurt.
The Ternopil Regional Military Administration also issued a warning: if you find missile fragments, do not approach the area, avoid touching the fragments, and do not attempt to move them.
Rivne region: over 300,000 people left without electricity after missile strike
The Rivne region was also hit by a missile attack, targeting critical infrastructure. As of the morning of November 17, more than 300,000 people were without electricity. Despite the power outage, all healthcare facilities in the region continued to operate.
Parts of Rivne and several region’s communities experienced power shortages. Low voltage in some areas also caused heat supply issues in parts of Rivne.
"We're also assisting residents of three buildings where more than 160 windows and balcony frames were damaged in the morning strike. To stabilize the situation, emergency power outages will be implemented in Dubno district today," said local authorities. Window replacements have already started in the affected homes.
Power engineers in the Rivne region have now completed restoring electricity in the areas that were initially left without power.
Volyn region: energy facility hit in Kovel during Russian strike
The Volyn region was targeted in a Russian strike, which caused damage to energy infrastructure. According to Ivan Rudnytskyi, the head of the Volyn Regional Military Administration, there were no reported casualties or injuries.
On November 17, a Russian missile struck an energy facility in Kovel, leading to power outages across the district and disrupting the water supply in the town. Olha Cheren, the head of the Kovel District Military Administration, told Suspilne that the damage was significant, particularly to power lines.
"The missile caused damage, but there were no casualties or damage to civilian buildings. It was a cluster missile, so we are still assessing the full impact," Cheren said.
More than 100,000 residents were left without power, according to Volynoblenergo.
