Russian strike on high-rise kills 11, including 2 children, injures 80 in Sumy

Evening strike on Sumy, November 17: death toll rises to 11
According to the Sumy City Council, as of 8:30 a.m., the number of injured stands at 89, including 11 children. Thirty-seven wounded remain hospitalized in the city.
Eleven people were killed, including two children.
The Sumy Regional Military Administration also released information about the response to the missile strikes on November 17–18, which targeted a densely populated residential area and critical infrastructure in Sumy, as of 8:00 a.m.
According to the Sumy Military Administration, the Russian attack left 84 people injured with varying degrees of severity, including 11 children. Eleven people are in intensive care, six of whom are children.
"Russian forces used ballistic missiles with cluster munitions, which have a wide destructive impact," added the Regional Military Administration.
Earlier, Acting Mayor of Sumy, Artem Kobzar, confirmed to Suspilne that the death toll from the Russian attack on November 17 had risen to 11, with 68 injured, including 10 children.
The Ministry of Internal Affairs of Ukraine also confirmed the 11 fatalities and clarified that 55 people were injured, 8 of whom were children. Numerous apartments suffered damage, with windows and doors shattered and vehicles being damaged.
A response center is operating at the site, accepting applications from affected residents.
As of 11:46 p.m. on November 17, the Sumy City Council reported 10 deaths from the missile strike on a high-rise building in Sumy, including a 9-year-old boy and a 14-year-old girl. At that time, there was also information about 55 injured adults and 8 children.
Around 9:00 p.m. on November 17, Acting Mayor of Sumy, Artem Kobzar, reported that Russian troops had struck a residential building in Sumy with ballistic missiles.
"Unfortunately, the high-rise building sustained severe damage. Numerous people are injured," Kobzar stated.
Later, the Sumy Regional Military Administration reported that at 8:37 p.m., Russia launched a powerful missile strike on the city of Sumy.
"Likely, a ballistic missile hit a densely populated residential area. There are casualties, and assistance is being provided. All necessary services are working," the statement said.
President Volodymyr Zelenskyy reported that by 10:08 p.m., information had confirmed casualties, including children. A rescue operation is underway.
The Sumy Regional Prosecutor's Office reported that a Russian missile strike on Sumy left 8 people dead, including 1 child, and 10 injured. Meanwhile, the Prosecutor General's Office stated that two children were among the fatalities.
Additionally, at least 10 apartment buildings and multiple vehicles were damaged, with the exact number still being determined.
According to Interior Minister Ihor Klymenko, rescuers evacuated over 400 people from the building damaged by the attack.
"Resilience centers are being set up. Rescuers, police, and all necessary services are on-site, helping people cope with injuries and providing full support. The police are documenting the war crime and accepting citizens' statements," wrote the minister.
The State Emergency Service of Ukraine reported that 10 people, including two children, were killed in the Russian attack. Fifty-one people were injured, including five children.
Additionally, windows in six ten-story buildings were damaged, and four vehicles were destroyed.
According to the Sumy Regional Military Administration at 11:36 p.m., the victims included a 9-year-old boy and a 14-year-old girl. The number of injured had risen to 52.
"Currently, 52 injuries are confirmed. Residential buildings and vehicles are damaged, glass is shattered everywhere... Sunday evening in Sumy turned into hell, a tragedy brought to our land by Russia," commented Sumy Regional Military Administration head Volodymyr Artyukh from the scene.
Artem Kobzar announced that Days of Mourning had been declared in the Sumy municipal territorial community on November 18 and 19 to honor the victims.
Second missile strike hits Sumy
According to the Sumy Regional Military Administration, at 12:10 a.m., the Russian army launched a missile strike (likely a ballistic missile) on critical infrastructure in Sumy.
"The city is currently without power. Emergency services are working. The impact of the strike is being assessed," the statement said.
