"The Biden administration was not very willing to use the power of the United States, which is why Afghanistan and so on happened. The Trump administration and Trump himself will feel quite comfortable using the power of the country whenever they want to. For example, we can recall the situation in Sulaymaniyah during the Iranian revolution or the imposition of tariffs, even against allies, because Trump believes that otherwise it would be unfair to American business. His position is that he is ready to act and use his leverage," Volker said.
According to him, if Putin is aware of this, he realizes that the weakness of others will not deter his actions, and he will continue to move forward.
"When it comes to a president like Trump, Putin will act differently, he will restrain himself. I think there is a certain degree to which Putin recognizes that Trump is more willing to use force and the leverage that the United States has," Volker summarized.
