Russian army shoots civilian in Ukraine's Donetsk region: Ukraine appeals to Red Cross, UN

The Prosecutor General's Office reported the information.
According to preliminary information, on November 10, 2024, on the outskirts of the village of Terny in the Lyman community, Russian forces attacked a civilian resident. The woman was walking down the street when Russian soldiers opened fire on her. She died at the scene from a gunshot wound.
Currently, operational investigative actions are underway to establish all the circumstances of the tragedy and to identify the deceased.
"Under the procedural guidance of the Donetsk Regional Prosecutor's Office, a pre-trial investigation is being conducted into violations of the laws and customs of war, combined with intentional murder (part 2, Article 438 of the Criminal Code of Ukraine)," the statement says.
Ukrainian Ombudsman's response
Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights, said he had sent letters to the UN and ICRC over the alleged shooting of a civilian woman in the Donetsk region.
"The international community should not only pay attention to it (the crime - ed.), but also respond," Lubinets wrote.
He also emphasized that this crime is a gross violation of the Geneva Convention relative to the Protection of Civilian Persons in Time of War.
