The statement also notes that Russians have increasing financial problems.
"In Sievierodonetsk, contractors are hiring local men for a small amount of money to do demonstration work on reconstruction. The latter agree because they have no other choice. But after the work is completed, they are simply not paid, and then the look out for new applicants begins," the administration reported.
