Such a resolution was adopted while the Russian Federation continued military operations on the territory of Ukraine.
25 countries voted in favor, 0 against, 8 abstained.
"An analogue should be the suspension of the status of the Russian Federation as a permanent member of the UN Security Council", the report says.
According to US Secretary of State Anthony Blinken, by adopting this resolution, the OAS member states have demonstrated that they do not stand aside from violations of international humanitarian law and human rights by the Russian government.
Russian Ambassador to the US Anatoliy Antonov, who served as Russia's permanent observer to the OAS, called this decision a "serious mistake", Russian Interfax reports.
"We consider it a serious mistake to adopt today's resolution. The task of any international structure is to unite states in solving urgent problems, of which there are more than enough in the region", he said.
The Organization of American States was formed in 1948 to promote economic cooperation and understanding among the nations of the Americas. The OAS has also become involved in election monitoring in member states. At present, the Organization has 34 members, as well as almost 70 permanent observers (including Ukraine).
