"I have repeatedly said that it is one thing to conduct an investigation, and another to bring the perpetrators to justice. It is possible to hold trials in Ukraine and abroad, but it will be difficult to bring Russian officials to justice. It is necessary to understand very clearly that as long as the political and legal regime is maintained in Russia, it will be simply impossible to bring Putin, Shoigu, Lavrov, as well as others to justice", Chumak explained.

He added that it is quite problematic to prosecute the executors of criminal orders.

"It is the same story with the executors of criminal orders. Since it is unlikely that Russia will hand over its people who committed crimes on the territory of Ukraine. If these people do not leave Russia, it will be very difficult to catch them", he added.
