Russia's shelling of civilian targets in Ukraine leads to humanitarian catastrophe. Russia should be responsible for this
UN Under-Secretary-General for Political Affairs Rosemary DiCarlo stressed Russia's responsibility for the shelling of civilian infrastructure in Ukraine
She stated this at a meeting of the UN Security Council convened at the request of Ukraine, Ukrinform publishing reports.
"I emphasize that attacks on civilians and civilian infrastructure are prohibited by international humanitarian law, as well as attacks on military installations that can be expected to cause harm to the civilian population... The UN strongly condemns these attacks and demands that the Russian federation immediately stops these actions. There should be responsible for any violations of laws," she said.
According to DiCarlo, the latest attacks "renew fears that this winter will be disastrous for millions of Ukrainians who face the prospect of months of cold weather without heating, electricity, water and other basic utilities."
She spoke about the emergency shutdowns of nuclear power plants as a result of Russian shelling and once again stressed the need to stop military operations around the Zaporizhzhia nuclear power plant.
"We all need to work together to prevent a man-made humanitarian catastrophe this winter," DiCarlo added. "The consequences of these shocks will have a high price not only for Ukrainians but also us."
The UN Deputy Secretary-General stressed the need to ensure the protection of the most vulnerable people in Ukraine. Humanitarian organizations are working to support those facing problems caused by electricity shortages, she said.
According to her, in recent weeks, more than 430 thousand people have received one or another direct winter aid and about 400 generators have been delivered to Ukraine to provide electricity to hospitals, schools, and other critical facilities.
