“Many Russian Guardsmen from Dagestan have been present since the beginning. They were stationed at checkpoints and managed an illegal prison where people were unlawfully detained. Presently, another rotation is taking place, and the newcomers behave even worse. They realize that they will only stay for a short period and know that a counteroffensive is inevitable, which affects their behavior and attitude toward the population. They impose coercive measures regarding passporting and implement various bans. Upon arrival, they understand that the people are still unhappy after a year of occupation. As a result, violence and robbery continue and are becoming more severe,” he said.
