Moscow to revoke Russian citizenship for people in occupied territories who refuse to join war against Ukraine

The head of Russia's Investigative Committee has called for people in the Luhansk region who have received Russian passports but refused to collaborate with Russian occupying forces and take an active role in the war against Ukraine to be stripped of their Russian citizenship

This announcement was made by Artem Lysohor, the head of the Luhansk regional military administration. 

He pointed out that following a significant wave of forced passport issuance, which persisted until the pseudo-elections in the temporarily occupied regions of Ukraine, the head of the Investigative Committee of the Russian Federation has urged the revocation of Russian citizenship from residents of the self-proclaimed” Luhansk People's Republic” (LPR) who decline to participate in the conflict against Ukraine.

The Investigative Committee of the Russian Federation has stressed the importance of monitoring and enforcing military registration for residents in the occupied territories.

"This individual considers the involvement of the population in the occupied Luhansk region in military actions as a top priority. Despite his legal expertise, he appears to disregard the content of Article 51 of the Geneva Convention, which prohibits compelled service in the ranks of occupying forces for residents of occupied territories," Lysohor commented.

He added that the legal consequences for those who refuse to engage in the conflict remain uncertain, but it is suggested that certain individuals may experience demonstrable restrictions on their liberties.

Lysohor mentioned that after refusing to participate in the war and losing their citizenship, individuals will, at the very least, be unable to access medical care, employment opportunities, and educational pursuits. They will be denied social and administrative services, and their benefits will be terminated.

"Obtaining Russian citizenship was tied to military service, and refusing it means living without any social protections. This has already been established in legislation. They will have extremely limited prospects. However, there is still a chance to evacuate through European countries. While it may come at a cost, life and freedom are far more valuable. It's not worth wasting any time; it's in short supply," he said.

  • Furthermore, reports indicate that Russia is mobilizing students in the temporarily occupied Luhansk region.
