Heorhii Tykhyi, a spokesman for the Ukrainian diplomatic service, said this at a briefing, Interfax-Ukraine reports.

"I can inform you that in connection with the use of this new type of weapon by the Russian Federation against Ukraine, the Foreign Affairs Ministry has already taken and is taking a number of diplomatic steps. In particular, we have already addressed our partners to inform them about what happened and what we know. We are also using UN and NATO mechanisms," he said.

He also emphasized that the Ministry of Foreign Affairs plans to use OSCE mechanisms to respond. According to Tykhyi, there will be convenings of separate formats, notes, and formal appeals to "wake up the world and draw attention.”

Ukraine is now awaiting the results of an expert examination to determine the specific type of new missile used by the Russians that fell near Dnipro on the morning of November 21.

"So far, we know that the flight characteristics of the missile are ICBMs, but we are waiting for more expert opinions to confirm with concrete facts what type of missile it is," the Foreign Ministry spokesman emphasized.

He added that if the use of an intercontinental ballistic missile is confirmed, Kyiv believes that "it will be possible to state that Putin's Russia has degraded to the state of the DPRK, which, as you know, periodically launches such missiles, frightening its neighbors.”

"We call on the international community, every country, every leader who respects the UN Charter, to respond immediately to Russia's use of a new type of weapon, to increase the level of armaments in general, without waiting for expert opinions," Tykhyi said.

  • On November 21, the Russian army launched MiG-31K and Tu-95 aircraft to attack Ukraine. It attacked the Dnipropetrovsk region, injuring two people.
  • On the morning of November 21, the Russian army launched an intercontinental ballistic missile, a Kinzhal, and a Kh-101 at Ukrainian territory. The Air Defense Forces destroyed 6 enemy targets.
  • President Volodymyr Zelenskyy says that the Russian military used a new missile, possibly an intercontinental ballistic missile, against Ukraine on November 21.
