In an emergency statement, the Kremlin leader said that the target of the Russian strike on November 21 was a military-industrial facility in the Dnipropetrovsk region, which was allegedly hit. According to him, the Southern Machine-Building Plant in Dnipro was struck with a non-nuclear hypersonic ballistic missile in response to Ukrainian attacks with 6 ATACMS missiles and Storm Shadow systems on facilities in the Kursk and Bryansk regions.

The Russian dictator said that the Kremlin "considers itself entitled to use weapons against the targets of those countries that allow their weapons to be used against Russian targets.”

"We are testing the Oreshnik missile system in combat conditions in response to the aggressive actions of NATO countries against Russia," he said, adding that the issue of further deployment of short- and medium-range missiles will be decided "depending on the actions of the United States and its satellites."

"Russia will respond decisively and in a mirror image to the escalation," Putin said.

At the same time, the Russian dictator said that Moscow would offer Ukrainian civilians "to leave the danger zones" in advance.

"If necessary and in the form of retaliatory actions, we will choose an object to be hit by such systems as Oreshnik on the territory of Ukraine, we will offer civilians in advance, as well as ask citizens of "friendly states" who are there, to leave the danger zones. We will do this for humanitarian reasons," the Kremlin leader said.

According to Putin, such actions will be carried out "without fear from the enemy" because there are no ways to counter such weapons today.

  • On November 21, the Russian army launched MiG-31K and Tu-95 aircraft to attack Ukraine. It attacked the Dnipropetrovsk region, injuring two people.
  • On the morning of November 21, the Russian army launched an intercontinental ballistic missile, a Kinzhal, and a Kh-101 at Ukrainian territory. The Air Defense Forces destroyed 6 enemy targets.
  • President Volodymyr Zelenskyy says that the Russian military used a new missile, possibly an intercontinental ballistic missile, against Ukraine on November 21.
