According to preliminary estimates, Russia is purchasing Iranian-made weapons systems to solve the problem of depleting its arsenal of high-precision ammunition. Therefore, according to ISW, Iran is likely using Russia's dependence on these weapons systems to request help with its nuclear program.
According to ISW, requests for nuclear assistance and acknowledgment of drone deliveries are indicators that Iranian officials may want to more clearly establish a bilateral security relationship with Russia in which they are more equal partners.
