The Intelligence Directorate said that Russia cannot cope with "the flow of sanitary losses among the personnel": civilian hospitals in the temporarily occupied territories, which they use as military hospitals, are overcrowded.
"Deprivation of basic medical needs of the civilian population in the captured regions of Ukraine and the conversion of medical institutions to the military needs of the Moscow occupation army did not work," the statement said.
Therefore, the Russian command decided to refuse treatment to the lightly wounded. Those who suffered moderate injuries are trying to provide assistance, while the seriously wounded are being sent to Russia for treatment. The Intelligence noted that "not everyone gets there".
"Rehabilitation leaves for the invaders after injuries have also become an acute problem for the Russian occupation army. The fact of failure to return from "rehabilitation" led to the decision to cancel such leaves altogether - another method by which the Russian occupation command is trying to stop mass desertion," the Intelligence Service added.
