"Something serious is happening, Ukraine has made its move": Publicist Panych on Biden's plan for Ramstein leader meeting
Publicist and philosopher Oleksiy Panych says Joe Biden’s decision to convene a meeting of the Ramstein group at the heads of state level signals the preparation of strategic plans to back Ukraine
He shared this view on Espreso.
“It’s great that President Zelenskyy’s Victory Plan wasn’t announced in Ukraine. If this plan had been revealed before the U.S. trip, it would’ve put Joe Biden in a corner. Either he supports the plan, which everyone already knows about, or he’s painted as bad and not backing Ukraine’s victory. Releasing the plan would have taken away Biden’s ability to refine or improve it. Remember, Biden is a player, and his freedom of action, as a player, needs to be respected,” Panych explained.
The publicist emphasized that what's being prepared now is not just technical decisions but strategic ones about military aid to Ukraine.
“No one should’ve seen Zelenskyy’s Victory Plan for Ukraine before Biden did. Of course, the plan was put together by teams, and there were likely preliminary discussions and agreements. But here’s the important part: Biden said he’ll initiate the next Ramstein group meeting at the heads-of-state level. In other words, we’re not just talking about technical details for Ukraine’s support. This will be a strategic meeting to lay out an action plan. Plus, there are talks planned with a smaller group of countries, including the U.S., UK, France, and Germany. So yes, something very serious is happening, and Ukraine has played its hand,” he added.

- On September 23, Zelenskyy toured a plant in Scranton, Pennsylvania, that manufactures 155-mm artillery shells.
- On September 26, Zelenskyy arrived at the Capitol to meet with U.S. senators from both the Republican and Democratic parties. He then met with President Joe Biden at the White House and presented him with the Victory Plan.
