Energy system requires different management in wartime. But it works according to peacetime standards - Oleksiy Kucherenko
Ukrainian MP Oleksiy Kucherenko noted that the state of emergency in the energy sector has not been introduced and the system still operates according to the peacetime legal acts
He told about this on Espreso TV channel.
"I personally said from the rostrum of the Verkhovna Rada that we have an energy war and we should not pretend that everything works as in peacetime. It was necessary to adopt amendments to the law and regulations, that the energy system should be managed differently during the war. Each decision on regional power distribution companies as distribution system operators is made by the National Commission for Regulation in Energy and Utilities. Its procedure is 45 days to make a decision. It was necessary at the beginning of the war for the National Commission to make a decision on martial law and oblige the relevant organizations to prepare reserve transformers, relays and lines for supplying consumers. It was necessary to give the appropriate financial resources because this is a tariff organization," the deputy explained.
Oleksiy Kucherenko noted that it was necessary to give some state loans or financial programs to create reserve capacities for the power system.
"Such tasks were not set. So the work continued as it was in a peaceful state. And now, when central stations, substations and generation stations are bombed, the rest of the system works as in peacetime. That is why now they are trying to manage the system in manual mode involving military administrations. First of all, it is necessary to make regional and city military administrations responsible, because they know what critical infrastructure facilities are and what can or cannot be turned off. Power engineers don’t know this, because they have houses and consumers. So, the schedules should have been approved by the state, regional state and military administrations, and then brought to the power engineers by order. Then it would be possible to demand. But this system has not been built, everything works according to the regulations of the peaceful state. Still, nothing has changed. Another headquarters gathers and gives some recommendations that are legally worthless because no one has changed the laws. The emergency situation in the energy sector has not been introduced," Kucherenko stressed.
