Decision on Russian troops' retreat from Kherson is made by Putin - military expert
Military expert Mykhailo Samus believes that the decision to withdraw Russian troops from the right bank of the Dnipro River and the city of Kherson was made by Putin personally
He expressed his opinion on Espreso TV.
“Actually, it was clear back in July that the Russian forces would retreat from the right bank of the Dnipro River and from Kherson. And this finally got to the Russian generals. Of course, I believe that the decision on the retreat of the Russian troops was made by Putin, not Shoigu and Surovikin. They would never have dared to announce such a decision. Putin was informed of the catastrophic situation with logistics. That's why the relevant decision was made,” Samus explained.
The military expert emphasized that there is a large grouping of Russian troops on the right bank of the Dnipro River.
“If the Russian forces wanted to keep their grouping on the right bank of the Dnipro River and in Kherson, they would have done it in July. They lost a huge number of personnel. There was and still is a huge grouping of Russian troops on the right bank of the Dnipro River,” he added.

On November 9, Russia's Defense Minister Sergey Shoigu announced that the Russian troops were withdrawing to the left bank of the Dnipro River in the Kherson region.

Serhii Khlan, deputy of the Kherson Regional Council, stated that the collapse of the entire frontline of the Russian forces began on the right bank of the Dnipro River.
