The governor of the Belgorod region made the claim on Telegram.
"Shells hit the shopping center, causing it to catch fire. According to preliminary data, there is one victim. A man with shrapnel wounds was taken to hospital. Doctors assess his condition as extremely serious. All necessary assistance is being provided. Emergency services are on the spot, rescuers have started extinguishing the fire," he wrote.
Later, Gladkov claimed that there was a victim: the man had suffered a concussion. Later, a second "shelling" took place: the roof of a private house was damaged.
