Russia receives "red flag": Russian airlines are on list of danger for civil flights
The International Civil Aviation Organization (ICAO), which is part of the UN structure, has issued a "red flag" to Russia — it indicates serious problems in the field of flight safety.
This was reported by the Aviatorschyna Telegram channel.
Thus, Russia became the 2nd country in the world after Bhutan, which caused significant safety concerns in the ICAO and it officially declared problems with the safety of flights in the Russian Federation ("red flag" was previously also in Eritrea).
The "airworthiness" indicator was in the red zone in Russia. In 2022, the ICAO identified a serious security issue with Russia's ability to adequately control aircraft.
ICAO threatened to issue a "red flag" to Russia three months ago — in the event that by September 14, the Russian authorities do not deal with "an obvious and still unresolved problem in the field of ensuring flight safety."
It is about the prohibited Article 18 of the Chicago Convention on Dual Registration of Aircraft. It says that an aircraft cannot be legally registered in more than one state.
In March, Bermuda's aviation authority suspended the certificates of airworthiness (CAF) of more than 700 aircraft in Russia that were then registered in the Bermuda registry.
After that, foreign-registered aircraft came under Russian jurisdiction, SLPs were automatically extended until the end of the current year, and only Russia's Federal Air Transport Agency began to control their airworthiness.
Therefore, as of September 13, 560 aircraft of Russian airlines were simultaneously in the Russian and Bermuda registers (as of February 24, there were 768).
As experts note, ICAO uses "red flags" to collectively inform other countries, and not to punish or threaten the states that receive them. The decision of what to do with this information is left to the discretion of each individual state.
