Deputy Chairman of the Berdyansk District Council Viktor Dudukalov says there is a large number of FSB agents, police and Russian guards in Berdiansk, and among the functions of the special services is work on the territory of penal colony No. 77, which is a torture chamber

"In Berdyansk, there are police units, units of the Russian Guard and the FSB, in general, a huge number of them in relation to the local population. There is such a statistic: the number of police officers per population. Today, this statistic does not work in Berdyansk, because there are more armed men than unarmed," Dudukalov said.
He added that one of the functionalities of the special services is the work on the territory of penal colony No. 77, which is a torture chamber and where hundreds of prisoners are held at different times.
"Therefore, they have certain tasks, they have what to do there, they have been living there since the first days of the occupation, people who are released from captivity know them by sight, know their call signs, know perfectly well what they are doing there - these are terrorist, inhuman crimes. Unfortunately, only after the de-occupation will we know the extent of what they were doing there. But people say that the torture and what they have in the prison is very professionally organized," he emphasized.
