The memo was addressed to all Air Mobility Command air wing commanders and other operational Air Force commanders and orders them to report to Minihan on all major efforts to prepare for the battle with China by February 28.
It is known that the Air Mobility Command has almost 50,000 troops and nearly 500 aircraft and is responsible for transportation and refueling.
