Three government tasks that should move up the agenda

I was asked to suggest what the government should do after the war. I decided to write down three main areas that the government should have addressed earlier to prepare the basis for work after the war. So, here are the points in broad strokes and without diving into each one in particular.

1. A program for the return of refugees to Ukraine and a program to motivate them needs to be developed. It is necessary to prescribe the satisfaction of basic needs such as housing, work, food, education and medical care for children. Describe how and at what expense this will be done and for how long. To prescribe the methodology of communication with our refugees, their advocacy, and how to ensure that their ties with Ukraine are not lost by the ongoing hostilities and that refugees are anchored in the countries that have accepted them.

2. It is time to draw up a plan for the initial restoration of Ukraine, indicating the regions and locations that will be restored first. It is clear that it will not be possible to rebuild all the destroyed cities. It is necessary to specify which enterprises will be built around which housing, because providing jobs will be a priority. It is necessary to determine the concept of the future vector of the state's development and what resources will be needed for this, from human resources to financial and technological ones. And all of this will require people, whose return should be ensured by point #1.

3. A program for the rehabilitation and socialization of those who have returned from the war needs to be drawn up today. How and at what expense will psychological, social and financial assistance be provided? It is necessary to prescribe the provision of jobs for the majority of people and to do so on the basis of point 2, which I mentioned above. Similarly, today we need to think about what to do with the huge amount of weapons that will be privately owned after the war and what form of legalization of these weapons is possible. The rights, privileges and guarantees of those who returned from the war and those who died should be spelled out separately. And it's time to simplify the system of obtaining combat arms. Because the commission that is working now will continue to work in the same way, it will consider the first 10% of the 15 applicants in 15 years.

As you can see, these three points are interrelated, but they need to be addressed not even today, but yesterday. Because after the war, it will be necessary not to waste time writing out programs, but to implement them. And this is at least a task. It's strange that government agencies are not doing this, not conducting research and not testing solutions. Apparently, today is not the time for such trifles. But I have at least suggested what needs to be done. It depends only on the leadership of the state whether it will do it or whether the new government will have to do it after the war.
