According to the Center, the Russian occupiers have issued an ultimatum: if employees of budgetary enterprises in the Donetsk region do not receive Russian passports by October 1, they are threatened with dismissal and the replacement of employees from Russia.
"This haste is explained by the enemy's plans to launch a new wave of mass mobilization in the region. It should be noted that despite the fact that international law prohibits the mobilization of residents of the occupied regions to fight against their homeland, the Russians not only recruit Ukrainians but also use them in the forefront, because the Kremlin benefits from the death of Ukrainians regardless of the side they are fighting for," the Center writes.
