Ukraine spent about $43 billion on defense this year – Ministry of Finance
From January to November 2024, Ukraine allocated about $43 billion from the state budget’s general fund to the security and defense sector. This accounted for 58.6% of all expenditures

This was reported by the Ministry of Finance's press service.
In November alone, $5 billion was spent from the state budget.
The funds were allocated for:
- salaries for military personnel, law enforcement officers, and police;
- procurement of military/special equipment, weapons, ammunition, defense products, personal protective equipment (helmets, body armor, and other specialized gear), fuel, and food supplies;
- medical support;
- other expenditures to ensure the functioning of relevant agencies and formations.
The Ministry emphasized that security and defense remain absolute priorities and the largest expenditure item in the state budget.
The press service also reminded that military expenses are covered exclusively by internal revenues and borrowings.
- On November 28, President Volodymyr Zelenskyy signed the State Budget Law for 2025. It allocated UAH 2 trillion 223 billion for national security and defense (approximately 26% of GDP) for national security and defense.
