Ukraine takes key step in reforming Armed Forces management system – military expert

He shared his opinions with Espreso TV.

"The transition to a corps structure has been discussed at the expert level for a long time. Now, we are returning to a system where the corps will serve as the tactical and operational unit. Currently, we fight in brigades, with higher command levels coming into play afterward.

The operational-tactical group of forces, which oversees up to 20 brigades in its area of responsibility, often lacks real-time awareness of what’s happening in each brigade and struggles to coordinate effectively. The shift to a corps structure should significantly change this," Zgurets explained.

According to him, the Ukrainian army already has corps, but they focus on force generation rather than fighting as unified structures. After an initial trial, brigades will transition to a corps framework. The 3rd Separate Assault Brigade is might be the first in the Ground Forces to undergo this transformation.

Zgurets outlined that a typical corps will consist of 4–5 brigades, including engineering units, air defense assets, and an artillery brigade. This means the corps commander will oversee both personnel training and combat operations within an expanded area of responsibility. Depending on conditions, corps may hold defensive positions along a front ranging from 30 to 100 km.

"The corps commander will be the one to fully integrate all capabilities of the units and subdivisions within the new structure. According to preliminary plans, the Ukrainian army may establish up to 20 corps.

This is a crucial step in overhauling the command system, improving efficiency, and addressing previous shortcomings, especially those of the operational-tactical groups, which struggled to coordinate large numbers of attached units across different sectors," Zgurets emphasized.

He also noted that the transition to a corps structure won’t be quick.

"It is essential that this initial phase is successful. This will allow us to gain experience that can be scaled across all Defense Forces," Zgurets concluded.

  • President Zelenskyy has approved the plan to transition to the new organizational structure and establish corps within the Armed Forces of Ukraine.
