Trump, Kellogg, Putin’s backroom talks: No clear plan to end Ukraine war
Former U.S. President Donald Trump once again discussed separate negotiations with Ukraine and Russia. There is no evidence of a joint position being formed by the U.S. and Ukraine, involving the EU
There has been no clear answer regarding contact with Russia.
The Kyiv Security Forum (KSF) reports that U.S. Special Representative for Ukraine and Russia, Keith Kellogg’s statement on holding elections during the war, even after a ceasefire announcement, is unacceptable and resonates with Putin's claim about the supposed illegitimacy of Ukrainian President Zelenskyy. Kellogg’s suggestion of elections during the war lacks historical precedents. Kellogg's visit to Ukraine has been postponed twice.
Experts note that these statements already create tension in society and send a signal of distrust towards Ukraine’s government, both to Ukrainian citizens and allies.
KSF adds that Putin’s statement shows reluctance to end the war, suggesting there are forces in the Ukrainian parliament willing to capitulate. He also aims to drag Ukraine into elections, which would undermine national unity and military morale.
KBF assesses the risks of unacceptable conditions in the negotiation process at 7 out of 10, while the continuation of hostilities over the next six months is rated 9 out of 10.
Potential Ukraine-Russia peace talks
On January 31, U.S. President Donald Trump stated that his administration had held "very serious" discussions with Russia. He hopes to make "significant" progress with Putin to end the war.
Keith Kellogg also noted that ending the war as quickly as possible is in the interest of the entire world, including the U.S., adding that it could happen "within months."
Later, Reuters, citing sources in Washington, Kyiv, and Kellogg, reported that the U.S. wants Ukraine to hold elections, possibly by the end of the year, especially if Kyiv can agree on a ceasefire with Russia in the coming months.
Dmytro Lytvyn, the presidential advisor for communications, noted that Kellogg's plan will not scare Russian dictator Vladimir Putin.
On February 3, Trump claimed that his administration "has planned meetings and negotiations with various parties, including Ukraine and Russia," but did not provide further details.
