Ukraine to invite Russia to follow-up Peace Summit, but with conditions
The prerequisite for holding the Second Peace Summit is to build a shared foundation for a peace agreement that represents the stance of the global community
Ukrainian Foreign Ministry spokesperson Heorhiy Tykhyi stated this, according to the ministry's press service.
"During August, October, there were nine thematic conferences on specific points of the Peace Formula. All of these events have already been concluded. They resulted in the adoption of joint communiques, each of those events. And we think that those communiques, those documents create a solid base for the finalization of a joint peace framework. It's been said many times that we are working on this joint peace framework. And this document, which we plan to complete in November, will represent the position of the international community on a just end to the war, based on the purposes and principles of the UN Charter. So we're working on this joint peace framework. And it is the preparation of this Joint Peace Framework that is a prerequisite or, you know, a condition for holding a successful second peace summit," Tykhyi said.
The Foreign Ministry spokesperson reiterated that Ukraine has repeatedly expressed its willingness to invite representatives from Russia to the second Peace Summit and emphasized that the event will be meaningful only if it is effective.
"As we said many times, we are ready to invite the representatives of Russia to the Second Peace Summit. When, again, the Joint Peace Framework is completed, and we understand that we can organize a successful summit. No one needs a protocol event. Everyone, I think, needs a meaningful summit and an event that can really bring just peace closer," Tykhyi stated.
The ministry representative noted that, at present, he could not specify the date or location of the event.
Second Ukraine Peace Summit: background
Ukraine aimed to hold the Second Global Peace Summit in November 2024, ahead of the U.S. presidential election. However, it later became clear that the summit would not take place in November, though "everything needed for its preparation should be ready."
At the end of July, President Volodymyr Zelenskyy announced that by the end of November 2024, a peace plan would be ready, preceded by a series of discussions with various countries focused on Ukraine's territorial integrity.
In October, the Ukrainian president suggested that if countries from the Global South were to invite Russian leader Vladimir Putin to the second Peace Summit, he might choose not to participate.
Zelenskyy also believes that Indian Prime Minister Narendra Modi could play a key role in organizing the summit in India.
On October 30, the spokesperson for Ukraine’s president, Serhii Nykyforov, stated that Ukraine is preparing a three-point plan to present at the Second Peace Summit.
On October 31, the Ukrainian President's Office reported that Ukraine would begin drafting proposals for the summit after a thematic conference in Canada, focused on the fourth point of the Peace Formula: “Release of Prisoners and Deported Persons.”
