Nuclear weapons may be launched from Belarus by Putin and Lukashenko’s joint decision
According to Belarusian defense expert Alexandr Alesin, the principle of "two keys" will likely be used if tactical nuclear weapons are deployed from Belarusian territory

This means that a principled order must come from the commander-in-chief, followed by lower-level commanders executing the procedure. Lukashenko opposes launching missiles without his knowledge, so he will not agree to a single key being held only in Russia. Similarly, Russia will not consent to a key being held solely in Belarus. As a result, the "two keys" principle will likely be applied, requiring the agreement of both Putin and Lukashenko for the launch of nuclear munitions from Belarusian territory. Alesin believes that this principle will be used due to Lukashenko's ambitions.
