New Ukrainian 'Marshall Plan' should start right after end of war - Ukrainian official
Unless the issue of confiscating Russian state and private assets and cutting off Russia's military machine from gas and oil dollars is resolved, this war of attrition will only benefit Russia, said Arseniy Yatsenyuk, Kyiv Security Forum chairman
He stressed that the key question about the 'Marshall Plan' is when and how the war will end. "Without an answer to this question, we will not have correct and clear answers to all the others."
"The end of the war should immediately open the door to a new Marshall Plan," he said, adding that it should involve the US, the EU, the G7, international financial institutions and "other free world partners ready to help Ukraine."
Yatsenyuk added that in time there will be a situation, including among Ukrainian closest friends, when due to political circumstances "taxpayers who help Ukraine will become part of the political debate within these countries. That is why to reduce these political debates, confiscation of Russian assets is needed."
"By not solving the problem of confiscating Russian assets, we are only stimulating Russian aggression. Because Russians will know that they are not paying anything for aggression," he said.
Moreover, Arseniy Yatsenyuk stressed that Russia also receives funds for energy. "The total amount of payments from the EU to Russians for energy has doubled compared to last year: $22 billion a month this year against $12.5 billion last year. That's the way to finance the war."
"Therefore, without resolving the issue of Russian assets confiscation, both public and private, and cutting off the Russian military machine from gas and oil dollars, this war of attrition will only benefit Russia," he said.
He stressed that part of the 'Marshall Plan' should be a bail out. "It should be a direct aid to the Ukrainian economy, from big business to small."
"Ukrainian victory should be provided with financial resources, strong Ukrainian army and weapons, powerful state institutions, and the level of support that the West gives us today. And this level of support can not diminish even a little, but only increase," said Yatsenyuk.
