The Russian Security Service's border management stated that the armored personnel carrier is, "roughly speaking, a reserve for any unforeseen case, if the reservists want to break through the checkpoint and leave the country without completing any border formalities."
Russia's Security Service noted that "no roadblocks will be set up," and the checkpoint itself "works as usual" with no restrictions on leaving for men of conscription age.
Human rights activist Pavlo Chikov writes that at the Verkhnii Lars checkpoint on the border of Russia and Georgia, people were refused to leave the country on September 25, citing the law on mobilization.
