The document states that "between 1932 and 1933, the Soviet regime methodically organized the extermination of several million Ukrainians by famine - or Holodomor." The resolution also emphasizes that the organized famine was aimed at the denial of Ukrainian identity and the disappearance of the Ukrainian nation, given the deportations and systematic executions of tens of thousands of peasants and the cultural elites who supported them, the prohibition of peasants finding refuge in cities to escape starvation and deportation hundreds of thousands of Ukrainian children to Russia for the purpose of their Russification.
The resolution also calls on the French government to "officially recognize the famine, deportation and extermination methodically organized by the Soviet authorities against millions of Ukrainians in 1932 and 1933 as genocide." And "to publicly condemn the genocide committed by the Soviet authorities against the Ukrainian rural population in 1932 and 1933."
Ukrainian Foreign Minister Dmytro Kuleba wrote about it on Twitter.
French @Senat has just recognized the 1932-1933 Holodomor as genocide of the Ukrainian people. I am grateful to French senators for this historic vote which restores justice and honours the memory of millions of victims. Such crimes should never repeat and never be forgotten.
