General Milley says that President Biden, President Zelenskyy, and most of the leaders of Europe believe that this war is most likely to end in negotiation. From the military standpoint, this is a very, very difficult fight. The world has seen the successes of the Ukrainian Armed Forces in Kherson and Kharkiv directions.
