Why doesn't the U.S. give permission for long-range strikes?
The White House states: Biden has not changed his decision to ban long-range strikes deep into Russia.
This should be understood as follows: he can change this decision if Putin gives a negative response to the 'red carpet' and the actual invitation to compromise talks.
Putin is expected to give a signal of consent to negotiations on Ukraine. At the same time, this can be wrapped up under the guise of negotiations on the Third START Treaty. Washington has already sent an official message to Moscow. If it says no, the decision on the long-range strikes will be made.
