Ukraine's state budget receives $41.7 million in external financing, one-third in grants
In 2024, Ukraine’s state budget received $41.7 billion in external financing, of which $12.6 billion were non-repayable grants
The press service of the Ministry of Finance reported the information.
Serhii Marchenko, the head of the ministry, said that the significant amount of external financing allowed the government to cover all priority social and humanitarian expenditures, including pension payments, salaries for public sector employees, and more.
The largest contributors to Ukraine's budget support in 2024 included the European Union, the United States, the International Monetary Fund, Japan, the World Bank, Canada, and the United Kingdom. For the first time, Ukraine also received budget support from South Korea and the Council of Europe Development Bank.
The Ministry of Finance described the securing of the first tranche of funds in 2024 - backed by future revenues from frozen Russian assets under the G7 ERA Mechanism, totaling $50 billion - as a big achievement. Additionally, $1 billion was raised from the United States through the World Bank’s Second Growth Foundations Development Policy Loan program.
According to the report, all loans were granted on preferential terms.
- On January 1, 2025, Russian gas supplies to Europe through Ukraine are set to stop. The formal reason for this is the expiration of the five-year transit contract signed by Kyiv and Moscow in December 2019.
