Russian Foreign Affairs Ministry spokesperson Maria Zakharova says that Moscow may sever diplomatic relations with Washington if the US recognizes Russia a state sponsor of terrorism

"Such application of the US's own legislation, which contradicts international law, may be seen by senators and congressmen as some kind of terrible punishment capable of forcing Russia to live according to the rules-based world order invented by the US", Zakharova said.
She also added that "any action generates counteraction" and that this could result in the breakdown of diplomatic relations.
"The logical result of such an irresponsible step could be a break in diplomatic relations, after which Washington risks finally crossing the point of no return with all the ensuing consequences", Zakharova said.
