She said this on Friday before an informal summit of EU leaders.
"I would rather worry about the suffering of Ukrainians than those who are currently fleeing from Russia. But we have to understand that we are in a hybrid war with Russia, and this means that it uses various elements as weapons against us. We have already seen energy ,and migration is the next weapon," she said.
