Ukraine has launched uResidency, a program that enables foreigners to establish sole proprietorships, operate businesses, and pay taxes
Ukraine's Digital Transformation Minister Mykhailo Fedorov announced this on September 27.
“Becoming an e-resident in Ukraine is easier and more cost-effective than starting a business anywhere else in the world, with a tax rate of just 5%,” he stated.
How to become an e-resident
To become an e-resident, simply fill out an application on the uResidency portal or app, which takes about 5-10 minutes. After submission, your application will be reviewed, and you’ll receive a Certificate of E-Residency (CEP) at the consulate - no need to visit Ukraine.
Once you have your CEP, you can register your sole proprietorship online. From there, all interactions will be automated.
“We have fully automated reporting. The bank will calculate your taxes, file declarations, and handle all bureaucratic tasks without any physical interaction with institutions. Everything is done automatically, without human intervention. You won’t need to pay for an accountant or lawyer; the system manages all of that, allowing you to focus on your business,” Fedorov explained.
He added that the first e-residents have already opened bank accounts and are pleased with the results.
Currently, uResidency is available to citizens of India, Slovenia, Pakistan, and Thailand. The government aims to involve around a thousand e-residents in the initial phase, with plans to expand the program to more countries later on.

Over the past two years, more than 20,000 permanent and temporary residence permits have been issued to foreigners through the Diia app in Ukraine.
