Volker calls the restrictions that the West is likely to impose on Ukraine regarding attacks on Russia a way to "fight when one hand is tied behind your back."
"It's fair game to strike at Russian territory, it's fully in line with the rules of engagement," he said.
He also noted that Putin "must get the message that he will never win". Instead, every delay in funding in the West could be perceived in the Kremlin as a sign of a lack of resolve.

U.S. Secretary of State Antony Blinken said that his country did not support the organization of strikes outside the territory of Ukraine.
