"Water comes from the Kyiv Reservoir through the destroyed dam," locals say.
Further rising water levels will make it virtually impossible to evacuate residents, transfer medicines and food, the report said.
It will be recalled that the front line and the front edge of the defense of the Ukrainian capital run through the valley of the Irpin River to the west of Kyiv.
The Ukrainians severely thwarted a recent attempt by the Russians to cross the Irpin River near the village of Moshchun and gain a foothold on the shore.
