Why did Patrushev visit Tehran in early November?

American and Western intelligence report that it was during November that Iran and Russia agreed on the production of hundreds of drones on Russia’s territory.
Production is planned to start within a few months.
This indicates the strengthening of the Iranian-Russian relations.
Domestic production will allow Russia to increase its stockpile of inexpensive but destructive drones and meet its critical need for high-precision munitions.
Intelligence indicates that Iran and Russia are moving in this direction very quickly.

“Following the alleged claims of using Iranian drones in the Ukraine conflict, Iran has requested a joint expert meeting with Ukraine authorities to consider such allegations. Significant steps have been taken so far in the collaborative dialogue between Iranian and Ukrainian defense experts, and it will continue to clear up any misunderstanding on this matter,” Iranian Minister Mahdi Nourian said.
“In this case, Iran is acting as a design bureau for a great power. That will have benefits for both Russia and Iran,” said Michael Knights, a Middle East military and security specialist with the Washington Institute for Near East Policy.
