European diplomat reported this to journalists from the Polish publication RMF24.
It is noted that Poland, which holds the presidency of the EU Council, prepared a letter with conditions for opening the Fundamentals cluster in Ukraine's EU accession talks. The document specifies that Ukraine must develop two roadmaps: one for reforms in the rule of law sector and another for public administration reforms.
According to journalists, Hungary was the only country to oppose the adoption of this letter, insisting that Ukraine also present a plan to protect national minorities.
This could lead to the blockage of the first cluster's opening in April, as two more procedural decisions must be adopted before that, each of which can be blocked.
- In January, Ukraine formed 36 working groups to prepare negotiation positions for its EU membership across all clusters.
